How Central Government Dearness Allowance (DA) is Calculated
Dearness Allowance protects the purchasing power of government salaries and pensions against inflation. The government measures inflation using the All India Consumer Price Index for Industrial Workers (AICPI-IW), published monthly by the Labour Bureau. Under the 7th Pay Commission formula, DA is the percentage by which the 12-month average of AICPI-IW (base 2016=100) exceeds 261.42, divided by 261.42 and multiplied by 100. The result is rounded to the nearest whole number.
Once the percentage is fixed, your monthly DA is simply Basic Pay × DA% ÷ 100. At 60% DA, a basic pay of ₹56,100 earns ₹33,660 as DA. This calculator rounds to the nearest rupee, as salary accounts offices do.
HRA and NPS in this calculation
House Rent Allowance is a percentage of basic pay: 30% for X class cities, 20% for Y and 10% for Z. Employees living in government quarters receive none. Employees under the National Pension System contribute 10% of Basic Pay plus DA, which is deducted to arrive at net in-hand salary. Income tax and other deductions are not included here.
7th Pay Commission vs 8th Pay Commission DA Rules & Salary Impact
The 7th Pay Commission, effective 1 January 2016, set a fitment factor of 2.57 and a minimum basic pay of ₹18,000. DA has been added in stages on top of that basic pay. The 8th Pay Commission was announced in 2025 and its recommendations are awaited, so its fitment factor and DA treatment are not final.
In earlier commissions, accumulated DA was merged into basic pay when a new pay structure began, and DA restarted from zero. If the same approach is followed, your basic pay would rise on implementation while the DA percentage resets. Until official orders are issued, treat any 8th Pay figure as speculation and use this tool with the current DA rate for reliable results.
The DA hike difference shown above compares the selected rate with the previous one. Multiply the monthly difference by the number of months until the hike is paid to estimate your arrears.
